The Lebanese Charitable Service Association (LCSA) is a non-governmental, non-profit organization working to strengthen education recovery, child protection, psychosocial well-being, and community resilience in crisis-affected contexts in Lebanon. LCSA implements community-based, locally anchored interventions designed to ensure continuity of services for vulnerable children and families affected by socio-economic instability and displacement.
Strategic Approach
LCSA adopts an integrated, community-driven model combining education recovery (“Qalam”), psychosocial support (“Boukra A7la”), and inclusive child protection interventions. Programs are delivered through decentralized implementation mechanisms in collaboration with local actors, ensuring adaptability in high-risk and resource-constrained environments. The organization applies a Results-Based Management (RBM) approach, integrating monitoring, evaluation, accountability, and learning (MEAL) systems across all activities.
Key Results (Jan–June 2026)
During the reporting period, LCSA achieved the following:

Advanced the Qalam education recovery framework, including structured literacy and numeracy program design and ongoing alignment with the Ministry of Education and Higher Education (MEHE) for approval and implementation readiness.

Implemented Boukra A7la psychosocial and recreational activities, providing structured group-based support to strengthen children’s emotional well-being, social engagement, and resilience in safe community spaces.

Delivered inclusive support services for vulnerable children, including disability referral pathways following screening, school reintegration support, and access to free sports-based inclusion opportunities.

Supported vulnerable families through individualized case-based assistance in collaboration with community partners, including Amir Hassoun, ensuring access to education, protection, and basic support services.
Partnerships and Coordination
LCSA strengthened collaboration with key stakeholders to enhance operational reach and sustainability:

Ministry of Education and Higher Education (MEHE): strategic engagement for alignment and approval of the Qalam program.

Municipality of Amioun: support for community-based implementation of psychosocial programming and readiness for education recovery scale-up

Community Partners: collaboration with local actors to support vulnerable family case management and referral pathway.
Monitoring, Accountability, and Learning
The organization implements a structured MEAL system aligned with international humanitarian standards. This includes routine monitoring, participant tracking, field observation, structured feedback mechanisms, and pre/post assessments where applicable. Findings are used to strengthen adaptive management, improve program quality, and ensure accountability to affected populations.
Operational and Financial Capacity
LCSA operates a cash-based financial tracking system with documented expenditure controls and internal oversight. Financial transactions are systematically recorded and supported by documentation to ensure transparency and traceability. The organization is currently strengthening its financial governance framework, including steps toward formal banking arrangements and external audit readiness as part of institutional development.

In the next phase, LCSA aims to:
